Yes, you should apply lotion to your feet daily.   Moisturizing your feet is very important in maintaining foot health. For some people, like diabetics, it is essential.  If your feet are so cracked that they begin to break open, you are at a very high risk for infection.  At our office, we offer a cream that containc Salicylic Acid and Urea, called Calicylic Creme.   This products is great for this type of foot because the Salicylic Acid acts as an exfoliator while the Urea is a deep penetrating moisturizer.
